ICAO’s own proposal regarding emissions has been put back until 2013
19 June 2012_Speaking yesterday, the organisation’s Secretary-General Raymond Benjamin said that he expects a draft proposal to be ready by March rather than at the end of this year, as previously reported.
In an interview with Montreal’s The Gazette, Benjamin confirmed that there were four schemes being considered as an alternative to the EU’s Emissions Trading Scheme. Each will be looked at and a vote taken by ICAO’s 191 members on a single initiative at its plenary assembly in September 2013.
The EU’s trading scheme is facing stiff resistance, with a number of countries and airlines demanding that any such scheme should be implemented by ICAO.
The European Commission said in March that is “has consistently been clear that it will review its legislation only if and when a global agreement to address aviation's greenhouse gas emissions is found in ICAO”.
